Tony, be careful which 'expert' you listen to. Here is what my Win 8.1 on a laptop looks like. Notice the translucent task bar on the bottom of the screen.
My laptop is a mid to lower end Toshiba with the standard graphics card and the graphics are perfectly capable of doing everything Win 7 did.
