If Cali were to get water from Canada it would have to come from James Bay. A simple rock dam across the north of it to separate it from Hudson Bay would provide enough fresh clean water for all of North America. The dam would not need to raise the water levels at all, it's only purpose would be to keep the tidal (salt) waters out. The possibilities are real however the tree huggers would hurl poop your direction at a rate comparable to the Amazon River flow.
