data for how much grain is in farmer bins comes from surveys they conduct
for your contention (that there is less grain in farmer bins) to be correct, that would mean that farmers, collectively, are going to have to respond to the survey by saying they have more grain in their bins than they actually do...

Nothing different than commercial end users who fill out surveys collectively that tell everyone publicly how much of everything they have in stock as well. Let's think about this for a moment........ :)
