I couldn't not comment on this due quite a few years experience in long term care.
1. It is generally detrimental to the resident to be moved around and need to make adjustments, especially if there is any dementia involved.
2. The concerns you have sound very valid and if they have been addressed with the facility and nothing is done, in our state (Iowa) you should be reporting to your state Board of Inspections and Appeals. They will send out someone to inspect and address the concerns you speak of. Your loved one or you will not be implicated in the inspection. Inspections generally wake facilities up or close them down if they are unable to improve.
Our elderly do deserve respect and good care!
