Here's a link to our floorplan that could easily be adapted to your needs. We built with 6" ICF blocks and put the safe room in the closet of master bedroom. We used the ICF to make the closet walls with an 8" lid on top of that with 12" spaced rebar throughout. It is on a slab floor at ground level. No stairs up or down, but could have a very nice bonus room in the attic with a little of engineering. The attic space would be a great getaway for mom or dad and leave all the other living space on the main floor.
For you, I would streamline the one bathroom and use for the powder room/public bathroom. Allow for the garage and add it later. Like others have stated, you can watch out for all the things can get expensive in a hurry like floors, trim and kitchen. You can still have quality and comfort flavored with some practicality. With your young family, you would probably need to redo/replace some stuff after they reach the age of "appreciation for nice things" anyway. You can also add "nicer" stuff along the way too.
