In my opinion, going by my limited experience with bags or covered stacks, and on our soil types, pour cement. Never had good luck loading off dirt and gravel is going to cost and create other difficulties. Providing you have a permanent location selected. No mud, gravel in feed ,and easy cleanup will be the benefits for years. The only time you will question that decision will be when you pay for the cement.... after a year or so you won't.
