Each solenoid should have 21-23 ohms resistance. They flash odd\even pattern. If they have the correct resistance take the body apart and make sure the plunger is not stuck. The wires have 12 volts all the time and the ground is what turns them on and off. The owners manual has a pretty good description of how it works. It can be downloaded at capstan.com
