The biggest problem for efficacy of tillage in controlling weeds is that: A) you're planting all the weed seeds lying on the soil surface that would've rotted or been eaten by insects, and B) you're bringing up grandpa's weeds, scarifying them, and flashing them with light, so they will grow.  Let sleeping dogs lie!
