I also read that something like 900 people went to jail over the savings and loan crisis in late 80s. Why didn't anyone go to jail over this pyramid scheme bundling up people with a credit score of 300 with ones of 750 to get triple A ratings. They knew what they were doing that these bonds were no good. Seems like you steal a candy bar you go to jail. IF your a big bank or John Corzine you don't have to abide by the laws.
