The Iowa Senate approved the measure by a 28-21 vote Tuesday morning, February 24, 2015. House lawmakers followed suit later that same day, passing the bill with a 53-46 vote.

The bill awaits a signature from Governor Terry Branstad, who has previously said he supported the measure. If he signs it by the end of February, the increase would take effect March 1, 2015.
Funding from the increase was targeted at infrastructure across Iowa. Senator Tod Bowman of Maquoketa, chairman of the Senate’s Transportation Committee, said the measure solves a “huge problem for Iowa.”
The tax increase would help cover the state’s estimated $215 million shortfall for road and bridge repairs.
“What was happening was we saw several counties that were actually starting to bond for the infrastructure within their counties, and when they do that, then that’s paid back through property taxes. That’s a big deterrent to economic growth across the state of Iowa,” said Lt. Gov. Kim Reynolds.
Opponents called it a temporary measure that won’t really fix the troubled roads and bridges.
