Why would they right a Farm Bill that could have such different outcomes depending on what one chooses? I'm not talking about personal, but for producers next door.  The one who "guesses right" on issues the next 5 or however many years, could have a significant financial advantage over someone who "Guesses wrong."  It seems like a bill that has unequal outcomes built in based on unforeseeable circumstances is not a very good bill.
