To keep from dying small towns need young families who are willing to live there. Young families need jobs which pay fairly well. To have jobs which pay fairly well, businesses are needed which can have some sort of economic advantage to locate in a small town vs a larger metro area. Perhaps that is a TIF district, perhaps lower utility rates, perhaps that is rent free buildings provided by the local unit of government, etc.

I think some of the free trade deals done in the past (i.e., NAFTA, GATT, etc.) have done more to harm our light manufacturing base than many people truly realize.

The real challenge is to figure out a way to make it economically advantageous for a company to locate their business in your small town vs overseas.
