I know of several operations each way - some with the Hereford cows & black bulls - others with the black cows & Hereford bulls - and each seem equally happy with their results. Some use the black females because there are more to choose from and they can pick them up easier and with less cost, then use the Hereford bulls on them. Some of them keep the baldies clear through finishing and have been really pleased with their gains and finishing weights. Another couple of them I can think of have been topping their local feeder sales and come back again and again for bulls. We have a couple customers who run all Hereford cows with black bulls because they would rather work with the dispositions of the Hereford cows and they get more females every year. From our experience we haven't seen or heard of an advantage one way or another for the resulting calves - just getting the two crossed either way seems to work well for a lot of folks and make good replacements or good feeders/finishers.
