Whats wrong with a straight wheat/canola rotation? The canola is supposed to do very well on sandy ground. Only concern would be if you can get a good stand no-tilling canola, it being such a small seed. I have seen a lot of ugly stands of canola, whether tilled or not.

I personally would be more likely to continue conventional tillage and straight wheat on sandy ground, because you can graze the sandy ground better than loams and the early grazing is much better with tillage. If blowing is the only problem, you could probably leave 30 ft strips intermittently as no till each year, and alternate the strips. That's how it is done in Montana in much drier country, though they are wheat/fallow.
