Help resizing scanned pictures, with Photoshop?

I FIGURED IT OUT!!!! (I think)
I scanned the photos to a "Pictures" folder on my computer.
When I opened the folder in "Pictures", I accidentally right clicked on the image (it was in jpeg format).
Up popped a menu that contained "Edit".
Nothing to lose, I chose "Edit".
The picture opened in "Paint".
There, I could resize the picture down to 60%.
And I could put text on the picture like I was trying to do in Photoshop.
The Photoshop pic was 2.8mb, but the one done with Paint was 125kb. Quality was just as good as P'shop, but MUCH smaller file size. I emailed one of each to myself, and the P'shop pic wouldn't fit on the screen, but the one from Paint was a nice size.
Just what I was trying to do, as I have several hundred (or more) old pics to scan, label, and store.
