JPEG has a lot of 'features' to it, the file can contain a thumbnail of the photo, and they can be very high resolution or can be cut down to less resolution and fewer color pallet choices to make the file smaller with very little quality loss.
I'm not good enough to describe the steps, but there are many options on all this..... Strip off the extras and the file will get smaller, if set right JPEG will compress about the most info into the smallest file. Adobe likes to default to packing as much info and bloat into each picture file as they can......
