Subject: Help resizing scanned pictures, with Photoshop?

Floyd County, Iowa
We bought a new computer (win7 oper system) and Epson V600 scanner, and Photoshop Elements 11 came with the scanner. I scanned a bunch of old family documents to pdf, and they are great. I scanned some old family photos to pdf, and they're great looking, too. I'm going to download all this to flashdrives and give to family members someday when I get it all done.
Here's my problem. I'm loading the pics to Photoshop and using the "text" tool to put the subject's name on it, somewhere on the picture that won't detract from it. That's the only way I know of to identify who's in the picture. The pictures will be, for instance 180kb in the pdf file. After I load it into Photoshop, use the text tool, and save it back to the folder in "My Pictures", it grew to 2.1mb.
How do I keep them down near the original size? I'm not doing something right, but have no idea what it is.
Anyone know what I'm doing wrong?
Technology is a nice thing, but I'm not that technological.
Thanks.
