If you are building soil OM with cover crops, that is a net sink for nutrients (fertilizers).  There is no way around this.

Now, if you are in an area that leaches nutrients away quickly (high rainfall, such as eastern USA), then cover crops will be more likely to improve overall nutrient efficiency in the near-term because the leaching is greatly reduced.
