One thing I haven't seen mentioned is the level of income a man can receive without working for it. In places, the combined income from state and federal safety net programs can exceed 50k annually. Food stamps, cash benefits, LIHEAP, Medicaid, disability, Section 8, etc. Like it or not, as an employer you have to compete.
