My new Ford Fiesta does that to me, and the spark is strong enough to go through the sleeve of my winter coat. I think its friction on the seat, not from driving because a while ago I was checking out radio options and when I got out I got the spark again and hadn't run the car at all.

Some of the reviews at Amazon for Static Guard Spray said it cured static shocks from car seats. I put it on my mental shopping list. The local wallyworlds have a small sized spray can according to their web page but where it is in a 200,000 square foot store they won't admit. Its prime advertised purpose is to prevent static cling on clothing, so it might be with laundry detergents. It will be a few days before I go shopping.
