Yes often it is drier.
Roofs are designed according to the snow load in this area.
As you move into the 'snow belt' the load specifications for buildings change to cover the heavier expected loads.
So depending on which township you wish to build in you will be required to use a different minimum roof load specification.

A few years ago we had a snowfall of around 50cm that stayed on the roofs for an extended period.
Just as a bridge can carry a heavy load for a short time but would fail if you parked that load on it for days after a couple weeks barn roofs started caving in.

Usually a melt or wind will clear it before too long but add some rain to the snow and the snow works like a sponge and holds the rain adding to the load.

In Buffalo they have already had a number of roofs collapse and are expecting rain this weekend to compound the situation.

We are to get rain too but our snow load on the roof is not very great yet.
