Getting international registrations are like herding cats. You get a set of requirements, meet them, get told it's all go, don't worry and then they turn and go the other way. Sometimes the issue is scientific and other times political or economic. In any event, the best laid plans can be wrecked.

If we look back to RRSB introduction, Monsanto took RRSB to South America for planting when the patent rules were in place and were sure to be approved. The approval was delayed but the beans were planted. Then they decided not to honor the patent rules that they had agreed to in order to get the beans into the area. Result: non-patent protected RRSB in SA. Sure, they didn't get the latest genetics after that but the sure got the technology.

The EU situation stands to get ugly as they seem to be leaning toward letting each country act more independently again. This could mean that things that have been approved, have been adopted and have been shipped could be stopped.

I'm sure that there have been some mistakes made (StarLink comes to mind) but I'm not sure I'd place too much blame on Syngenta on this one other than not pushing China harder to get approvals over the 2-3 years they were taking it without them.
