Franklinton, LA | You are exactly right. However, for the most part, healthy people tried to avoid sick people. As an example, several years ago people in New Orleans, LA would leave the city in the summer and stay on the MS Gulf Coast or the north shore of Lake Pontchartrain to reduce the possibility of catching some type of disease. Also, during this time we had special hospitals to isolate or quarantine people with TB.
I think most people would be shocked at the laws we have to deal with emergencies. As an example, during the 1927 flood law enforcement officials in the Mississippi Delta would drive down city streets with weapons and load able bodied men onto trucks to go and work on the Mississippi River Levee.
