I wonder what her personal liability would be if she went out into the general population and infected someone.

During the past 200 years we have had numerous problems with infectious disease. During the nineteenth century and early 20th century placing infected people in quarantine was a proven practice and it was used to protect the general population. I feel certain we still have ample laws to quarantine someone who poses a risk to the general population.
