 Your fan is not capable of producing enough "pressure" to condensate.

 Some people have out a hydraulic oil cooler in front of the fan inlet. Great Plains used to do it from the factory on a model with a pto driven fan pump. You cant run when it's foggy out. I learned that after trying it.

 What roller is in the meter? Is it crushing the material and gumming up too?
