I'm guessing that since you are on a domain network that the account access is dictated by Active Directory on the domain server. Depending on how your network is setup my best guess is whoever administrates the user accounts would have to add you to the local administrator group in active directory if they setup your network up in a way where permissions are administrated at the account level vs the local computer level. Makes policies a lot easier to enforce when you don't have to touch several machines by hand to make the changes. You would have to go through the IT administrator to gain access. Not trying to sound rude here but I'm guessing most IT administrators at a school would not want to give a student local admin rights and if they were to I'd hope they would thoroughly educate and train them on the do's and don't that come with that privilege.
