We've had reasonably good success with Dell's refurb computers.
A 2-in-1 can be used as a regular notebook with a touchscreen or you can detach or swivel the screen around so that it functions more as a tablet. That's my take on it. Best Buy has a pretty good selection of such.  See BB's 2-in-1 listings and the Blue Label line.
