Great Lakes State | Leave it unplugged with the both (main and Cmos) batteries out, get a new battery and put it in (they're cheap).
Try booting with the power supply with the main battery out.
I have had comps not boot because of a bad battery and even though the MB supplies voltage when turned on the BIOS has been corrupted by the bad battery.
