What model and how old is it?
If it is old enough it is possible the Cmos battery is shot and that sometimes will keep a comp from booting.
Can you get into BIOS?
Since you said it won't shut down it sounds like the BIOS isn't loading properly so I'm back to a bad Cmos battery again or corrupted BIOS.
