Paulding County, Ohio | From my experience in NW Ohio:
40-50 lbs. of N at time of planting was normally our target, without topdressing in the spring yielded around 40 bushels/acre. This is the "norm" for our heavy clay.
1.5 bushels planted is a little on the light side, for grain we usually planted 2-2.5
I know of some guys 1 hour west in Indiana who get 50-60 bushels per acre, but they use a little more N, and their soils drain better.
Topdressing in the spring is almost always asking for Rye to put on top growth and go down.
Thinking about the future of your plan, will the grain need to be cleaned? Local co-ops won't might not touch it due to cross contaminating the wheat seed that gets cleaned.
