I've noticed some benefits in fertilizing a cover crop in order for it to fully utilize the potential- this would mainly be on low fertility ground. You might want to consider adding a legume like hairy vetch or austrian winter pea to help the other covers. Or as Lawfarms suggested, 100lbs of ams. I don't know your soil tests but unless you need P and K for the beans next year you probably don't have to add fert unless to grow the covers...
