Sounds like a bunch of BS to me, But:

I think you best forget about the drain. True you could probably build the building with the pit.
Have it filled with sand and a thin concrete covering at the top. Then after all the new building inspection stuff is done, knock out the thin concrete, scoop out the sand. And you will have the drain you want.

And you may go for many years without a problem.
But word gets around. Someday somebody who works for the enforcement people will find out about your illegal drain.
The fine could be very large.

I think there are people who have built bathrooms in shops without the 'proper' septic system.
By bathroom I mean a sink, shower and water closet.
Maybe just a tile dumping it out on the surface, but away from the building.

Maybe some sort of septic tank. Purchased or homemade. Then dumping it out on the ground. Maybe hooked up to a field tile. Or a short tile for the stuff to soak away.

As I said, word get around. If the right/wrong person finds out about these bathrooms, a legal septic system would have been cheap.
