I've had good luck on the pinion bolt just hitting it back and forth with an impact.  May take 5 of 10 minutes of beating back and forth.  This is AFTER you pull the wheel off the tractor or at least get the teeth out the rack on the axle.  You can get the wheel off by removing the wedge and turning the axle so the rack is on the bottom and the teeth disengage from the rack.
