An electric off-peak plenum heater could be added pretty easily to what you have. We have that as a second stage to our air source heat pump. I would also look at an ECM blower motor retrofit for your airhandler. The rebate from the power company would probably pay 25% and it will be much quieter and more efficient. It would probably still run almost constantly but it would slow down when demand is lower, and startup is practically silent.
