Watford City, ND | I've been having this issue more and more lately - I have an iPhone 4S, running wifi at home. I also have a mini iPad and smart TV running at home off same wifi.
My iPad never has this issue, nor does my Smart TV ever have 'blips'. I don't have cable anymore, just NetFlix and Hulu.
I'm assuming something in my settings??
When it happens, I can jump to my shortcuts, disable wifi, and reload - works fine.
