so why can't the monkeys be in a position that keeps the cross piece at the proper level
Maybe they can be moved up so the chest clip can be placed properly. Based on my observations, so few people take the time to move the chest clip up that they're even less likely to move up two belt covers and then the chest clip.
In general, you just aren't supposed to add things to car seats.
