The penalty isn't test weight, it is grade. They may call it test weight, but it is the same concept as bushels, it is not really test weight, it is grade. It is not really bushels it is weight. No. A HRWW, No.
2 Corn, etc. you don't make grade you are going to be penalized.

Dockage schedules for TW are figured based on ability to blend to make grade. The availability if grain to blend will make a difference in what the dock is.

Merchandisers make money on dock, if you don't like that, build your own facility to blend...
