Subject: ISP's wires and speeds again

SW Ohio
Info--have Centurylink DSL 1.5 mbps
problem---speed is not always what they say, On a good day I can get 1.3 according to there own speed test site, on a rainy day it can be from 1.5 to .10, like today, the day after it rained 1.5 inches speed is .14, also when it is raining the phone rings with half a ring once or twice an hour. I have had them out to check, but they only come on nice days, cannot get them to come out in the rain. The wire runs about five hundred feet across the farm, joins with neighbor and runs another 800 feet to road, and then half mile to the big junction box, then four miles to the in town hub. I am pretty sure it is related to the wires getting wet. How do I get them to fix it?
