If all you care about is volume (which buyers don't anymore) then it's 12,000. Same as if you asked the question of how many cups of milk will this jar hold? Maybe it's 6. Or how many cups of vinegar in the same one? 6. It's still a measure of volume and it's still the same container.
Weight and density don't matter when measuring true volume. How much space is displaced.
