I think he gives you the answer farther down in that article, saying that you can save money by buying Internet service no faster than the stuff at the other end of the wire can send it to you, and limited by the size/speed of the wire (bandwidth). If you can't tell a difference, there probably won't be much until something else (beyond your control) changes.
