Don't know how it is now, but neighbors might not be happy with cows appearing and frolicking in their pristine lake water? Rightly or wrongly.

Lot of wetlands and DNR and Corp of Engineers issues here, neighbor took 3-4 years until he could proceed with all various permits in place with a very similar deal not involving livestock, just wanted a pond in the swamp.

I would agree. I got on the bad side of the DNR with a project that I felt I had proceeded on properly. Believe me, you don't want to go there. Those folks have more power than any other governmental agency and seem to "like to use it".
