Are you sure your recipe was using liquid pectin, not powdered?
Not boiled long enough or high enough?
A bad batch of pectin?
Not enough cane sugar?
A variety of pepper that does not go well with pectin?
Did you wait long enough to check? Pectin may take over a day to set.

Otherwise, pour the liquid jelly in a pan again, add some powdered pectin (not too much) and boil it again. Put a few saucers in the freezer, and as the jelly seems ready, drop a few drops on a frozen saucer to see if it sets. Reduce the jelly a bit more (in a wide open pan) if it does not.
