In TX the document fee is allowed but not mandated. I get the deal all worked and when they print the papers, I balk at the document fee and will not pay it. Have never had them to insist. Also tell the salesman that if he can't make the deal without going to the other room and talking to someone else to just forget it. Bought my last two pickups from the same salesman and have been satisfied with the deals.

As for the document fee, the salesman will always say that the company requires them to collect it so they will knock it off of the sales price that we have already negotiated. works for me
