Scribner, NE | 1. Does the old alfalfa ground show the stunted pale corn or is it not looking N deficient?
2. Do you Wisconsin soils test show that much N is needed?
3. "Dry enough to close" is an indicator to me. You know your soils so you have to answer this one. Do the soils "shrink and swell" when wet and dry? Did you plant it and close the seed furrow, but as they dried open the slot and expose the seed to the air?
Based upon what you have said, number three sounds like at least part of the problem. It is really hard to be sure without seeing the fields and know ing the soils. Herbicides could be involved but based upon description of the plants I would look at this possibility.
