We've used hot water in a spray bottle & and a steamer. My first choice would be a steamer, faster & not quite as messy. If wallpaper is on drywall good chance you will have to skin coat the dry wall when you're finished stripping, or at least do a lot of patching, especially if you're going to paint the wall when done. If on old plaster you should be fine.
