A few of the Cruizer II's can be unlocked to RTK in theory (My Cruizer II has a NovAtel V2 in it) even though it's not a Cruizer II RTK model. I was told that Raven ran out of OEMstar boards so mine was shipped direct from Raven. This isn't a typical situation, normally the Cruizer II can't be unlocked.
Realize that RTK costs a lot. Typically $4000 for unlocks, $1500/year subscription, and then a way to get the correction. I think a slingshot runs $1500 although you could do a bluetooth connection to a cell phone.
