NW Central Ohio | ..it will work. Burlap may tend to wick moisture away rather than trap it...but I'm sure if you keep it watered, you'll get parsnip emergence. New seed is probably a great idea. You might have to lift it (the burlap) at different intervals...but the intervals I gave for carrots are from many years of success. It's going to be trial and error with the burlap on parsnips.
