I've had some recent experience with these sorts of things. You did good by contacting APS, even though I know you were reluctant to be involved. There's a good chance that APS will contact DADS (Dept. of Aging and Disability Service) about establishing guardianship in a case like this. DADS will insure that she is treated properly wherever she is.
