I have a 95 Chev Kodiak grain truck with the 366 (6l) Tbi. We chased all the things mentioned here before finding it requires minimum of 60 psi from the fuel pump. Replaced the pump with GM part and it runs fine.
3500 series and lighter trucks need around 30 psi but if the TBI does not get the rated pressure you'll chase your head off trying everything else.
