Does the hitch stay up with the engine off?

If yes, try a calibration.

Before calibration get the oil hot and cycle the hitch to get the valve and cylinders warmed up.

If no, you have a leak in the valve that needs corrected.

However, the amount of travel in your hiccup seems excessive and unusual. This could be an electronic problem.
